Building a Brighter Future: A White Book to Advance Early Childhood Intervention (ECI) in Europe summarises findings from the Erasmus+ EarlyBrain project and policy analyses in Belgium, Italy, and Spain. It aims to guide policymakers, practitioners, and communities in creating inclusive, family-centred ECI systems across Europe.

The White Book highlights inspiring international practices from Portugal, Ukraine, and the United States, showing how tailored, family-centred approaches can be adapted across contexts. It also compares Belgium, Italy, and Spain, identifying promising initiatives, such as inclusive play spaces and integrated health, education, and social services, alongside persistent challenges including fragmented frameworks, funding gaps, and limited trained staff.

To build effective ECI systems, the White Book recommends holistic, cross-sector collaboration, sustained funding, professional training, and strong policies. It provides actionable guidance for EU and national policymakers, service providers, and civil society to ensure that every child, regardless of ability or background, can grow, learn, and thrive within their family and community.
